I haven't even seen anything about it in the papers here. I saw on the internet though that several local papers in Westchester have taken it up.
They don't know how long those poor animals were out there. The bags were Tossed behind a concrete barrier, so they were not readily seen from the road, and were only discovered by some maintenance crews who smelled something funny. The poor animals were so badly decomposed they couldn't readily tell how many there were, and there were some estimates that the bags had been there for quite some time before they were discovered, so it is yet to see whether they might have had some relationship with the earlier discovery

In the heat we've been having all over the country lately advanced decomp could take place in a matter of a few weeks, not months.

Any leads on who's been doing this?
