i wonder why they put in the 'three hour' thing? i guess its so people can put their dogs out to go to the bathroom and they're constipated? or maybe you can do it for three hours if you've got an insurance salesman making a call?

It's probably 3 hours total out of 24. If you put your dog out several times a day for a few minutes each time, it could add up to 3 hours.

This is a law that will reduce the number of dog bites, I believe.

And reduce the numbers of frustrated, lonely dogs tied outside.

HOORAY! Guard Dog should be so pleased NY finally came to it's senses.

Several towns in my area (including mine) have passed similar laws in the past few years, mostly thanks to an amazing woman, Amanda Arrington, and the Coalition to Unchain Dogs. Please look at this link, and at the site:

http://unchaindogs.net/our_story.shtml

The Coalition doesn't just bust in on city council meetings and demand that dogs be unchained. They make it their mission to build fences for people so that dogs who must stay outside have some freedom. They also spay/neuter (for free) the dogs they unchain, and do outreach with the owners to get folks to connect with their dogs and make them part of their families. Once that change started to happen around here, TPTB started to listen and debate the issue, ultimately resulting in no-chain laws. The model works, and I am proud and grateful to have been a strong supporter of the Coaltion since the beginning.

This is an incredible movement. And yes I do believe that
it will reduce dog bites. It also shows that grass root movements
can make a difference. That one person can make a difference.

Wonderful organization! You could see the happiness on the dogs' faces as they ran free in the yard, to play unrestricted for the first time in their lives.
